GESY (Γενικό Σύστημα Υγείας), also known as GHS (General Health System), is the universal healthcare system in Cyprus. Launched in June 2019 and managed by the Health Insurance Organisation (HIO), GESY provides all eligible residents with access to affordable, high-quality medical care regardless of their income or social status.
The system is funded through mandatory contributions from employees, employers, the self-employed, pensioners, and the state. It covers a wide range of services — from GP visits and specialist consultations to hospitalisation, pharmaceuticals, and preventive care — through a network of both public and private healthcare providers.
GESY operates as a public-private partnership. The Health Insurance Organisation (HIO) acts as the single payer, contracting with both public and private doctors, specialists, laboratories, pharmacies, and hospitals to deliver care.
The system follows a gatekeeping model:
Every beneficiary chooses a personal doctor (general practitioner) who serves as the first point of contact for all non-emergency medical needs.
If specialist care is needed, your personal doctor issues a referral to a contracted specialist.
Specialists, laboratories, and hospitals bill the HIO directly — beneficiaries only pay small co-payments.
This structure ensures cost-effective use of healthcare resources while giving patients the freedom to choose their providers from within the contracted GHS network.
Eligibility for GESY depends on your nationality, residency status, and employment situation in Cyprus.
All holders of Cypriot citizenship are automatic beneficiaries of GESY, along with their dependants. Cypriot students studying abroad remain eligible up to the age of 26, provided they attend a recognised higher-education institution.
European Union and European Economic Area nationals are eligible for GESY if they meet any of the following conditions:
They are employed or self-employed in Cyprus.
They hold a permanent residence permit (MEU3).
They are a dependant or family member of an existing beneficiary.
They are insured in another EU country and hold an S1 Form.
EU nationals must first obtain their Yellow Slip (registration certificate) from the Civil Registry and Migration Department before registering with GESY.
Third-country nationals can access GESY if they:
Are legally employed in Cyprus with a valid work and residence permit.
Hold a permanent residence permit in the Republic of Cyprus.
Are a dependant or family member of an existing beneficiary.
Hold an S1 Form from another EU country.
Non-EU nationals who are employed must ensure their ARC (Alien Registration Certificate) number is linked with their Social Insurance account so that GESY contributions are deducted from their salary.
Following the United Kingdom's withdrawal from the EU, British nationals in Cyprus have specific pathways to GESY:
UKW1 permit holders (under the Withdrawal Agreement) are eligible for GESY only if they are employed in Cyprus. Those who are not employed must obtain a permanent residence permit (UKW3).
Permanent residence permit holders are eligible regardless of employment status.
S1 Form holders from the UK can register with GESY provided they hold a residence permit in Cyprus and own or rent property on the island. A "Health Care Card" from the Ministry of Health is required before registration — our team can assist with this process.
The following family members of a GESY beneficiary are also covered:
Spouse or partner.
Children under the age of 21.
Children aged 21–25 who are in full-time education at a recognised institution.
Dependent parents in certain circumstances.
GESY is financed through mandatory contributions calculated as a percentage of gross income, up to an annual income ceiling of €180,000. The current contribution rates are:

GESY provides a comprehensive range of healthcare services, including:
Outpatient care — consultations with your personal doctor and contracted specialists, diagnostic tests, and treatments.
Inpatient care — hospitalisation, surgical procedures, and treatment in both public and private hospitals within the GHS network.
Pharmaceutical care — prescription medications dispensed by contracted pharmacies.
Laboratory and diagnostic services — blood tests, imaging (X-ray, MRI, CT scans), and other diagnostic procedures.
Preventive care — vaccinations, health screenings, and health-education programmes.
Rehabilitation services — physiotherapy, occupational therapy, and speech therapy.
Mental health services — psychiatric consultations and psychological support through contracted providers.
Dental care — limited services including emergency dental treatment, extractions, and certain preventive procedures.
Maternity care — prenatal, delivery, and postnatal care.
Palliative care — end-of-life medical support and pain management.
Medical devices and prosthetics — hearing aids, orthopaedic devices, and other approved medical equipment.
While GESY offers broad coverage, certain services and treatments are excluded:
Cosmetic and aesthetic procedures.
Experimental or unproven treatments not approved by the HIO.
Services from healthcare providers who are not contracted with the GHS network.
Medical treatment outside Cyprus, unless specifically pre-authorised by the HIO.
Comprehensive orthodontic and cosmetic dental work.
Beneficiaries pay small co-payments (out-of-pocket costs) for certain services. These are designed to manage demand while keeping healthcare accessible:
€1 per prescription item (€0.50 for pensioners, children, and low-income beneficiaries).
€6 per specialist visit (with a referral from your personal doctor).
No charge for personal doctor (GP) visits.
Annual co-payment caps protect beneficiaries from excessive costs:
€150 per year for the general population.
€75 per year for pensioners, children, students, low-income earners, and recipients of certain allowances.
Once you reach the annual cap, all further services within that year are provided at no additional cost.
Registering for GESY involves the following steps:
Ensure you have a valid identity document and, if applicable, your residence permit or Alien Registration Certificate (ARC). EU nationals should first obtain their Yellow Slip; non-EU nationals need a valid work and residence permit.
If you are employed or self-employed, your ARC number must be linked with your Social Insurance account at the Social Insurance Services. This enables the automatic deduction of GESY contributions from your salary or declared income.
You can register for GESY in two ways:
Online — visit the official GESY portal at gesy.org.cy and follow the registration process.
In person — visit a contracted personal doctor (GP) who can complete the registration jointly with you.
Select a personal doctor from the list of contracted GHS general practitioners. Both you and the doctor sign a Form of Mutual Acceptance to formalise the relationship. You can change your personal doctor up to four times per year.
