In-Depth Guide
Our immigration team prepares and files Yellow Slip applications (MEU1, MEU2, and MEU3) for EU citizens and their family members relocating to Cyprus. We handle the entire process end-to-end — document gathering and apostille verification, appointment booking at your local Immigration Unit, attending submission, and follow-up with the Civil Registry and Migration Department until the registration certificate is issued.
Looking for a complete guide to the Yellow Slip itself — what it is, who needs one, eligibility under EU Directive 2004/38/EC, required documents, fees, processing times, and the August 2026 biometric card update? Read our comprehensive Yellow Slip article. This page describes the application service we provide; the article explains the underlying process. For a broader overview of all our immigration services in Cyprus, visit our dedicated hub page.
The application form and supporting documentation required vary depending on the applicant's category of residence. Three principal forms are used:
Students must present an acceptance letter or certificate of enrolment from a recognised educational institution in Cyprus, and a declaration or evidence of sufficient financial resources to support themselves during their studies without recourse to public funds.
Self-sufficient persons and retirees must demonstrate that they possess sufficient resources to avoid becoming a burden on the social welfare system. This is typically evidenced by bank statements, pension statements, or other proof of income such as rental income or investments. Those considering Cyprus tax residency and Non-Dom status may benefit from significant tax advantages.
Regardless of the category, all applicants must submit the following:
Applications are submitted in person at the local Immigration Unit corresponding to the applicant's place of residence. Upon submission, the officer will review the application and documents. If everything is in order, the Yellow Slip is typically issued on the spot.
There is a nominal administrative fee payable upon submission of the application, currently set at €20. Payment is made at the Immigration Unit at the time of application.
EU citizens are legally required to apply for the registration certificate within four months of their arrival in Cyprus. The Yellow Slip does not have an expiry date; it remains valid for as long as the holder continues to satisfy the conditions of their residence category. However, the authorities reserve the right to verify continued eligibility, and citizens must notify the Immigration Unit of any change in circumstances that may affect their right of residence.
EU citizens who have legally and continuously resided in Cyprus for an uninterrupted period of five years acquire the right of permanent residence. This right is not subject to the conditions required for initial registration (i.e., the holder does not need to continue to prove employment, self-sufficiency, or student status). A Certificate of Permanent Residence can be obtained by application to the local Immigration Unit, supported by evidence of five years' continuous residence. For non-EU nationals seeking a faster route, our permanent residence by investment programme offers an expedited pathway.
| Category | Form | Key Requirement |
|---|---|---|
| Employed | MEU1 | Employment contract or social insurance proof |
| Self-Employed | MEU1 | Business registration and tax identification |
| Self-sufficient | MEU1 | Sufficient funds to support himself and family members |
| Non-EU citizen who is family member of an EU citizen | MEU2 | Proof of relationship between EU and non-EU citizen |
| Permanent Residency | MEU3 | Proof of continuous residence for minimum 5 years |
Applicants are strongly advised to ensure all documents are originals or certified copies and, where necessary, accompanied by certified translations into Greek or English. Processing times may vary by Immigration Unit and demand. It is advisable to schedule appointments where available and to confirm the current list of required documents with the Immigration Unit, as administrative requirements may be updated periodically.
Failure to register within the prescribed four-month period may result in an administrative fine. EU citizens should be aware that while the right to reside is conferred by EU law, the registration obligation under Cypriot law is a procedural requirement that must be fulfilled to facilitate legal residence.
