Cypriot Citizenship by Naturalization

Cypriot citizenship confers citizenship of an EU Member State. The main routes covered here are general naturalisation due to years of residence using form M127, the distinct registration route due to marriage or civil partnership with a Cypriot citizen using form M125, and the applicable descent routes. They have different legal tests and must not be merged into one eligibility statement.

Legal Basis

The Civil Registry (Amendment) Law of 2023 changed the naturalisation criteria with effect from 19 December 2023. Applicants should use the Ministry of Interior's current M127 or M125 page and document checklist because the form, evidence, fees, and examination requirements are route-specific.

Citizenship by Naturalization-Requirements

For the general M127 route, the current Ministry of Interior criteria include:

1. Immediately preceding period: 12 months of lawful and continuous residence immediately before filing. Absences not exceeding 90 days in total do not interrupt that period.
2. Earlier residence: at least seven cumulative years of lawful residence during the ten years immediately preceding that 12-month period.
3. Good character under the statutory criteria.
4. Greek language at B1 level for the general route, proved by an accepted certificate.
5. Knowledge of Cyprus: sufficient knowledge of the basic elements of the Republic's contemporary political and social reality.
6. Practical ties: suitable accommodation, stable and regular financial resources, and an intention to reside in the Republic or serve it.

Citizenship by Descent

A person born to a Cypriot citizen parent (father or mother) is entitled to Cypriot citizenship by descent, regardless of the place of birth. This right applies to children born both within and outside Cyprus. Applications for registration of citizenship by descent can be made to the Civil Registry and Migration Department. For persons born before certain legislative amendments, specific transitional provisions may apply. Children born abroad to a Cypriot parent may be registered as citizens from birth, and there is no residency requirement for this category.

Citizenship Through Marriage

Marriage or civil partnership with a Cypriot citizen uses the separate M125 route. The Ministry of Interior currently states that the marriage or civil partnership must have completed three years before filing. The residence condition differs according to whether the couple resides in Cyprus or permanently abroad:

• For a couple residing in Cyprus, residence in the Republic must be at least six months in each year and the couple's total stay in the Republic during the three years immediately before filing must be at least two years.
• A person who has completed three years of marriage or civil partnership and permanently resides abroad may also apply under the official M125 route.
• The application is submitted in duplicate with the current supporting documents, certifications, translations, fees, and declarations required by the Ministry.

Approval is not automatic merely because the minimum duration has elapsed. The authority examines the statutory route and the evidence submitted.

Application Procedure

General naturalisation applications use form M127 and are submitted at the local District Administration Office under the current Ministry instructions. M125 applications follow their own submission rules. The practical procedure includes:

1. Preparation of Documents: Gather all required documentation, including identity documents, proof of residence, criminal record certificates, and evidence of integration.
2. Submission: File the correct form at the office specified for that route, with the current checklist, certifications, translations, fees, and stamps.
3. Verification: The competent authorities verify residence, identity, character, language, knowledge, accommodation, resources, and the other facts relevant to the chosen route.
4. Security Checks: The police and security services conduct background checks on the applicant.
5. Decision and completion: If approved, the applicant follows the official post-approval steps and pays any applicable certificate fee.

Required Documents

Applicants for naturalisation must typically submit the following:

• Completed application form (Form M127)
• Original birth certificate
• Marriage certificate (if applicable)
• Clean criminal record certificate from Cyprus
• Valid residence permit and passport or other travel document
• Passport pages and a detailed arrival-and-departure record proving the claimed residence periods
• The accepted Greek-language and knowledge-of-Cyprus evidence
• Evidence of accommodation and stable, regular financial resources
• The newspaper publications and other items in the current M127 checklist

Dual Citizenship

The Republic of Cyprus permits dual citizenship. Applicants who acquire Cypriot citizenship by naturalisation are not required to renounce their existing citizenship. Likewise, Cypriot citizens who acquire another nationality do not lose their Cypriot citizenship. This policy makes Cyprus an attractive destination for international professionals, business owners, and families seeking a second citizenship while retaining their original nationality.

EU Citizenship Benefits

As a member state of the European Union, Cyprus citizenship automatically confers EU citizenship under Article 20 of the Treaty on the Functioning of the European Union (TFEU). EU citizenship grants the holder:

• The right to live and work in any of the 27 EU member states
• The right to vote and stand as a candidate in European Parliament elections and municipal elections in any EU member state of residence
• Consular protection from the diplomatic authorities of any EU member state when travelling outside the EU, in the absence of representation from their own member state
• The right to petition the European Parliament and apply to the European Ombudsman
• Access to the EU single market, education systems, and healthcare frameworks

Decision and Processing Time

The Ministry's public M127 and M125 guidance does not promise a universal 12-to-18-month outcome. Examination is case-specific and can be affected by verification, missing documents, security or character enquiries, and the applicable route.
