What Is the ARC Number in Cyprus?

The ARC number (Alien Registration Certificate number) is a unique identification number that Cyprus assigns to every foreign national who registers with the immigration authorities. Think of it as your personal ID number in Cyprus, except it is specifically for non-Cypriot residents.

When you register for a residence permit or a registration certificate, the government issues you a document that carries this number. Whether you receive a Yellow Slip as an EU citizen or a residence permit card as a third-country national, your ARC number will be printed on it.

Once assigned, your ARC number stays with you. It does not change when you renew your permit, switch status, or update your documents. It is your permanent identifier in the Cypriot system.

Why Does the ARC Number Matter in Daily Life?

Here is the part that catches many newcomers off guard: your ARC number is not just a bureaucratic formality. It is woven into almost every administrative interaction you will have in Cyprus.

Banking and Financial Services

You walk into a bank to open an account, the first thing they ask for is your ARC number. Cyprus banks are required to verify the identity and legal status of non-Cypriot clients under KYC (Know Your Customer) regulations. Without an ARC, most banks will simply not process your application.

This also applies to:

• Opening savings or investment accounts
• Applying for credit cards or loans
• Setting up direct debits for rent or utilities

Tax Registration and Social Insurance

Your ARC number is how the Cyprus Tax Department tracks your tax obligations and any exemptions you may be entitled to. When you register for a Tax Identification Code (TIC), your ARC number is linked to your tax profile.

Who Needs an ARC Number?

If you are a citizen of an EU or EEA member state, you need to apply for a Registration Certificate, commonly known as the Yellow Slip, within four months of arriving in Cyprus. Your ARC number is printed on this certificate.

EU citizens qualify for a Yellow Slip if they are:

• Employed or self-employed in Cyprus

• Enrolled in an educational institution

Non-EU (Third-Country) Nationals

If you are not an EU/EEA citizen, your ARC number is issued with your residence permit. This could be a:

• Temporary Residence Permit (Pink Slip), for visitors, retirees, and those with independent means
• Permanent Residence Permit, for investment-based immigration
• Employment permit, issued alongside a work visa
• EU Blue Card, for highly skilled professionals

Students and Asylum Seekers

International students enrolled in a recognised Cyprus institution must also register and receive an ARC number. The same applies to asylum seekers, each individual included in an asylum application is issued their own ARC card for identification purposes.

ARC Number vs Yellow Slip vs Pink Slip, What Is the Difference?

This is one of the most common points of confusion. Here is a clear breakdown:

In simple terms: the ARC number is the identifier. The Yellow Slip and Pink Slip are the documents that carry it. Every Yellow Slip holder has an ARC number. Every Pink Slip holder has an ARC number. But the ARC number itself is neither a Yellow Slip nor a Pink Slip.

How to Get Your ARC Number, Step by Step

You do not apply for an ARC number separately. It is assigned automatically when you submit a residence or registration application. Here is how the process works.

Step 1, Work Out Which Application Applies to You

Your application type depends on your nationality and circumstances:

• EU/EEA citizen → MEU1 form (Registration Certificate / Yellow Slip)
• Non-EU family member of an EU citizen → MEU2 form (Residence Card)
• Non-EU national (independent) → Residence permit application through the Deputy Ministry of Migration
• UK national registered before 31 December 2020 → UKW1/UKW3 form (see biometric card update)

Step 2, Prepare Your Documents

Gather all required documents before your appointment. The exact list varies by application type (see the Documents section below), but every applicant needs at minimum:

• Valid passport
• Proof of address in Cyprus (rental or sale agreement)
• Health insurance
• Proof of financial resources or employment

Step 3, Book and Attend Your Appointment

Submit your application at:

• Your local District Immigration Office, for MEU1 (EU citizens) applications, which are processed locally
• The Deputy Ministry of Migration and International Protection, for all other categories (address: 90 Archbishop Makarios III Avenue, 1077 Nicosia)

You must attend in person. A lawyer can accompany you, but applications cannot be submitted solely through a power of attorney.

Book your appointment well in advance. Wait times vary by district, in Paphos, for example, appointment backlogs currently stretch to four months.

Step 4, Biometric Data Collection

At your appointment, the authorities will collect:

• A photograph (taken at the office)
• Your fingerprints
• Your signature

This biometric data is stored on the chip embedded in the new biometric residence cards, in line with EU Regulation 2019/1157.

Step 5, Collect Your ARC

Once your application is approved:

• EU citizens (MEU1): The Migration Department states that a complete application is examined and decided within one month at the latest.
• Non-EU family members (MEU2): Processing takes 6 to 7 months. The document is mailed to your address or collected from the immigration office
• Third-country nationals: Processing takes 3 to 6 months depending on the permit type

You will be notified when your document is ready for collection.

Documents You Will Need

EU Citizens (MEU1 Application)

• Completed MEU1 form
• Valid passport or national identity card
• Rental or sale agreement, rental agreements must be for at least one year and certified by a Muhtar or certifying officer
• Bank statements, six months of statements showing income and expenses
• Health insurance, local or international coverage (if not employed in Cyprus)
• Employment verification (if applicable), employer confirmation letter, recent payslip, social insurance registration
• Marriage and birth certificates (if including family members), translated into English and Apostille-certified

Non-EU Family Members of EU Citizens (MEU2 Application)

Everything listed for the MEU1, plus:

• Completed MEU2 form (instead of MEU1)
• Proof of family relationship to the EU citizen, marriage certificate, birth certificate, or dependency documentation
• Copy of the EU citizen's passport and Yellow Slip
• Criminal record certificate, translated into English, Apostille-certified, and no older than six months

Third-Country Nationals (Residence Permit)

• Completed application form (MVIS8 for Pink Slip applicants)
• Valid passport, must be valid for at least 15 months beyond the application date
• Rental or sale agreement, certified
• Bank statement and proof of transfer, in the amount and form required by the live checklist for the specific residence route; a single historic minimum does not apply to every application.
• Bank guarantee, €350 to €850 per family member, depending on nationality
• Health insurance, valid for at least one year
• Criminal record certificate, Apostille-certified, no older than six months
• Medical examination certificate, including blood tests and chest X-ray, conducted in Cyprus
• Marriage and birth certificates (if applicable), properly certified and translated

Fees and Processing Times

Processing times are approximate and can increase during busy periods or if additional documentation is requested. Plan accordingly, especially if you need your ARC number to open a bank account or start work.

Validity and Renewal

How long your ARC document lasts depends on your status:

• EU citizens (MEU1 Yellow Slip): Valid indefinitely. No renewal required. After five continuous years in Cyprus, you can apply for permanent residence using the MEU3 form.
• Non-EU family members (MEU2): Valid for 5 years. Must be renewed before expiration by resubmitting all required documents and demonstrating continued eligibility.
• Third-country nationals (Pink Slip): Valid for 1 year. Must be renewed annually. You need to continue meeting the financial and residency requirements at each renewal.
• Permanent residence holders: Valid indefinitely (EU citizens) or long-term (investment-based PR).

Your ARC number itself never changes, even when you renew or upgrade your permit. It stays with you for the duration of your time in Cyprus.

What Happens If You Do Not Register?

If you fail to register within the required timeframe (four months for EU citizens, or before your visa expires for non-EU nationals), you risk:

• Administrative fines, imposed by the immigration authorities for late or non-registration
• Loss of access to services, you will be unable to open bank accounts, register for GESY, enrol children in school, or sign official contracts
• Deportation proceedings, particularly for non-EU nationals, failure to register can lead to a deportation order
• Complications with future applications, a gap in your registration history can create problems when applying for permanent residence or citizenship

EU citizens must apply within four months of entering Cyprus. This is not a guideline, it is a legal requirement under Regulation 9 of the Right of Union Citizens Regulations. Non-EU nationals should apply as soon as their residence permit application is submitted to ensure continuity of legal status.

UK Withdrawal Agreement documents: current position

Cyprus applies the declaratory system under Article 18(4) of the EU–UK Withdrawal Agreement. Current Migration Department guidance says eligible UK nationals and qualifying family members may keep a previous EU residence document as evidence of residence rights. There is no blanket rule in that guidance requiring every UK beneficiary to replace a paper MEU1 or MEU3 by 3 August 2026. Depending on nationality, family relationship and residence history, a person may apply for UKW1, UKW2 or UKW3.
