Cyprus Pink Slip vs Regulation 6(2) Permanent Residence

The Cyprus visitor Pink Slip and Regulation 6(2) investor permanent residence solve different problems. One is temporary residence without economic activity; the other is an investment-based immigration permit with ongoing investment and monitoring conditions. Neither automatically creates tax residence or citizenship.

Visitor Pink Slip

The autonomous visitor permit under Regulation 14 prohibits economic activity in Cyprus. Foreign remote work is not blanket-authorised by visitor status. The applicant must use the live MVIS8 checklist and prove sufficient resources through the required income, bank, accommodation, insurance and family evidence; an old fixed EUR 24,000 amount is not a substitute for that checklist.

The first permit is normally issued for one year and may be renewed. The Migration Department states that a sufficiently documented visitor application is usually examined within four months. A receipt or pending application is not the same as approval, a residence card or re-entry permission.

Regulation 6(2) investor residence

The policy requires at least EUR 300,000 in first-sale housing, other qualifying real estate, a qualifying Cyprus company's share capital or qualifying collective-investment units. It also requires secured annual income of at least EUR 50,000 plus EUR 15,000 for a spouse and EUR 10,000 per child and the current source-of-funds, insurance, criminal-record and maintenance evidence.

The status is of unlimited duration, while the card is issued for ten years. Absence for two years can terminate the permit. The investment and periodic compliance requirements continue.

Work rights

The visitor permit has no economic-activity right. Regulation 6(2) has no general employment right, although the current policy contains limited company-role rules linked to the investment category. Neither should be used as a substitute for an employment, Digital Nomad, Startup or other work-authorised route.

Tax and citizenship

Immigration status does not itself establish tax residence or non-dom status. M127 citizenship requires the separate physical-residence periods and all other statutory conditions. A property purchase or permanent-residence approval does not buy or guarantee citizenship.

Which route fits?

• Choose visitor residence only where the real activity is compatible with Regulation 14.
• Consider Regulation 6(2) where the applicant wants long-term investor residence and can satisfy an eligible investment and ongoing conditions.
• Use a work-authorised route where the person will work, manage or provide services.
