EU citizens who intend to reside in Cyprus for a period exceeding three months are required to register with the Civil Registry and Migration Department and obtain a registration certificate, commonly known as the Yellow Slip (formally titled the Certificate of Registration of a European Union Citizen).
The legal basis for EU citizen registration in Cyprus derives from the Right of Citizens of the Union and Their Family Members to Move and Reside Freely Regulations of 2007 (as amended), which transpose EU Directive 2004/38/EC into Cypriot law. These regulations establish the right of EU nationals to reside in Cyprus subject to specific conditions depending on their status, namely whether they are employed, self-employed, students, or self-sufficient persons.
The application form and supporting documentation required vary depending on the applicant's category of residence. Three principal forms are used:
EU citizens working in Cyprus must submit evidence of their employment relationship. Acceptable documents include a signed employment contract, a letter from the employer confirming the terms of employment, and recent social insurance payment records. The employer must be registered with the Social Insurance Services of the Republic of Cyprus.
Self-employed individuals must provide proof of business registration with the Department of the Registrar of Companies and Official Receiver, a valid tax identification number (TIC), and evidence of ongoing business activity such as invoices, financial statements, or a letter from a certified accountant.
Students must present an acceptance letter or certificate of enrolment from a recognised educational institution in Cyprus, proof of comprehensive health insurance, and a declaration or evidence of sufficient financial resources to support themselves during their studies without recourse to public funds.
Self-sufficient persons and retirees must demonstrate that they possess sufficient resources to avoid becoming a burden on the social welfare system. This is typically evidenced by bank statements, pension statements, or other proof of income, along with comprehensive health insurance valid in Cyprus.

Applications are submitted in person at the local Civil Registry and Migration Department (CRMD) district office corresponding to the applicant's place of residence. The principal offices are located in Nicosia, Limassol, Larnaca, and Paphos. Upon submission, the officer will review the application and documents. If everything is in order, the Yellow Slip is typically issued on the spot or within a few working days.
There is a nominal administrative fee payable upon submission of the application, currently set at €20. Payment is made at the district office at the time of application.
EU citizens are legally required to apply for the registration certificate within four months of their arrival in Cyprus. The Yellow Slip does not have an expiry date; it remains valid for as long as the holder continues to satisfy the conditions of their residence category. However, the authorities reserve the right to verify continued eligibility, and citizens must notify the CRMD of any change in circumstances that may affect their right of residence.
Family members of EU citizens who are themselves EU nationals are entitled to register on the same basis. Non-EU family members of an EU citizen may apply for a Residence Card of a Family Member of a Union Citizen, which is valid for five years. The definition of family members includes the spouse, registered partner, dependent direct descendants under the age of 21, and dependent direct relatives in the ascending line.
EU citizens who have legally and continuously resided in Cyprus for an uninterrupted period of five years acquire the right of permanent residence. This right is not subject to the conditions required for initial registration (i.e., the holder does not need to continue to prove employment, self-sufficiency, or student status). A Certificate of Permanent Residence can be obtained by application to the CRMD, supported by evidence of five years' continuous residence.

Failure to register within the prescribed four-month period may result in an administrative fine. EU citizens should be aware that while the right to reside is conferred by EU law, the registration obligation under Cypriot law is a procedural requirement that must be fulfilled to facilitate legal residence.
