Third-country nationals (non-EU/EEA citizens) who wish to reside in the Republic of Cyprus for a period exceeding three months must obtain a temporary residence permit, commonly referred to as the Pink Slip. The issuance of temporary residence permits is governed by the Aliens and Immigration Law, Cap 105. The Civil Registry and Migration Department (CRMD) is the competent authority responsible for processing and issuing these permits.
The principal legislation governing immigration of third-country nationals to Cyprus is the Aliens and Immigration Law, Cap 105. The law sets out the conditions under which foreign nationals may enter, reside in, and depart from the Republic. Supplementary regulations, ministerial decisions, and circulars further detail the procedural and documentary requirements for each category of temporary residence.
The temporary residence permit system accommodates several distinct categories of applicants, each with specific eligibility criteria and documentary requirements:
The application process for a temporary residence permit generally follows these steps:
While the precise documents vary by category, the following are generally required for all temporary residence permit applications:
The temporary residence permit is generally issued for an initial period of one year.
Permit holders may apply for renewal before the expiry of their current permit, typically at least one month in advance. Renewal applications must demonstrate that the conditions under which the original permit was granted continue to be met. Successive renewals are possible, and the permit may be renewed without limitation, provided the requirements are continuously satisfied.
Upon submission, the application is sent to the CRMD for formal examination. This examination process usually takes 6–8 months. Once approved, the applicant will receive their Pink Slip card.
Applicants are allowed to travel to and from Cyprus during this period by presenting the receipts of payment and submission to police officers at the airport.
Holders of a temporary residence permit in Cyprus are entitled to:
However, there are important restrictions:
The Pink Slip is issued as a biometric card containing the holder’s photograph, fingerprints, personal details, and the specific category and conditions of their residence permit. The card must be carried while travelling.
Since the card is usually issued 6–8 months after submission, applicants must carry the receipts of payment and submission during this period.
Third-country nationals who hold a temporary residence permit and have resided in Cyprus continuously for a qualifying period may, depending on their circumstances, become eligible to apply for long-term resident status (after five years of continuous lawful residence) or for Cypriot citizenship by naturalisation (after eight years of residence, with the last year being continuous). Those seeking a more permanent solution sooner may also consider the permanent residence by investment route, which does not require annual renewal.
We evaluate your nationality, income sources, and family situation to confirm you qualify for the Pink Slip under the appropriate category.
We compile, certify, and translate all required documents — criminal records, medical certificates, financial statements, and rental agreements.
We assist you with opening a Cyprus bank account, transferring funds from abroad, and setting up the required bank guarantee.
We schedule your appointment at the Immigration Unit and accompany you to submit the application, biometric data, and fees.
We monitor your application with the CRMD throughout the 4–8 month processing period and notify you as soon as your Pink Slip card is ready.
