Cyprus Regulation 6(2) Amendments: Current 2026 Rules

This page records the Regulation 6(2) policy after the 2021 amendments and explains the current 2026 position. The old EUR 30,000 three-year bank-deposit condition was abolished and must not be used in a new application.

Current investment categories

The expedited policy requires at least EUR 300,000, excluding VAT where applicable, in one of four categories:

1. first-sale house or apartment from a developer;
2. other qualifying real estate, including commercial property;
3. share capital in a qualifying Cyprus company with physical presence, activity and at least five employees; or
4. units in a qualifying Cyprus collective investment undertaking.

The documents, payment evidence and permitted income sources differ by category. The current Migration Department policy controls, not a historic announcement.

Income and family

The current secured annual income baseline is EUR 50,000 for the main applicant, increased by EUR 15,000 for a spouse and EUR 10,000 for each dependent child. For first-sale residential investment the qualifying income must come from abroad; the current policy permits a broader income source for the other categories. Source-of-funds, criminal-record, insurance and family evidence also apply.

Employment and company roles

The applicant and spouse generally confirm that they do not intend to undertake employment in Cyprus. Limited company-role rules depend on the investment category: an investment in company share capital can support employment as directors of that company; for other categories, the current policy permits shareholding and an unpaid directorship. These are not general employment rights.

Duration and maintenance

The immigration status is of unlimited duration while its conditions remain satisfied. The residence card is issued for ten years and replaced on expiry. Remaining outside Cyprus for two years can terminate the permit. The qualifying investment and periodic compliance evidence must be maintained under the current policy.

Processing and citizenship

The policy states an estimated examination period of about two months for a complete application. That is not an approval guarantee or an end-to-end promise. Permanent residence does not buy citizenship. Any later M127 naturalisation application must independently satisfy the statutory physical-residence periods, permitted absences, language, knowledge, character, resources and other conditions.
