When you buy property in Cyprus, a new-build bought from a developer is subject to VAT (5% or 19%) and pays no Land Registry transfer fees, while a resale property pays no VAT but transfer fees at a permanent 50% reduction. Stamp duty on the purchase contract was abolished from 1 January 2026.
How it works
- Transfer fees follow a sliding scale, 3% up to €85,430, 5% up to €170,860 and 8% above, and are reduced by 50% on resale properties.
- A VAT-charged new property from a developer pays no transfer fees at all.
- VAT is 19%, reduced to 5% on the first 130 m² / €350,000 of a first primary residence, provided the property does not exceed 190 m² or €475,000, otherwise 19% applies to the whole price.
- Stamp duty on the sale contract was abolished from 1 January 2026 (Law 239(I)/2025).
